The National Association of State Procurement Officials (NASPO) and the Florida Association of Public Procurement Officials (FAPPO) are pleased to announce a new strategic partnership. NASPO and FAPPO have entered into a three-way Memorandum of Understanding (MOU) between the two organizations and the Florida Department of Management Services (FL DMS). This collaboration will focus on the State of Florida’s training courses and will aim to bridge the gap between state and municipalities/others, while retaining compliance with state-specific procurement code and rule, which will, in turn, foster a stronger relationship between the State of Florida and public entities across the state.
FAPPO, represents a diverse membership including municipalities, counties, state agencies, special districts, authorities, universities, colleges, school boards, public entities, and sheriff offices, and has long been committed to promoting best practices in public procurement. By partnering with NASPO, FAPPO seeks to bridge the gap between state-level procurement and the needs of public entities statewide.
“We are thrilled to collaborate with FAPPO to address the critical need for training and compliance with state procurement code and rule,” said Lindle Hatton, CEO of NASPO. “This partnership presents a unique opportunity to improve communication and cooperation between the State and public entities, ultimately benefiting the citizens of Florida.”
Through this partnership, FAPPO will aim to develop and deliver tailored training programs, focusing on state-specific procurement code interpretation and compliance. This collaboration will enable public entities across Florida to access valuable resources and guidance.

Finn, FAPPO President. “We look forward to NASPO’s support of the Florida Department of Management Services in providing educational and contract opportunities to the local government agencies in Florida.”
The State of Florida recognizes the importance of this partnership and aims to enhance its presence at FAPPO conferences and extend its training efforts to reach a wider audience.

The partnership between NASPO and FAPPO will continue to promote the excellence in public procurement, and by leveraging their collective expertise and resources, these organizations aim to create a more informed, compliant, and collaborative procurement landscape throughout the state.
