The District of Columbia is a fascinating jurisdiction and I believe it is the most complex in the whole of the United States,” states George Schutter, Former Chief Procurement Officer and Director of the District. As the seat of the US federal government, Washington D.C. stands as one of the most important world political capitals and is one of the most visited cities in the US with an average of over 20 million visitors every year. Indeed, for Schutter, he had the fascinating role of leading his organisation’s procurement function in a dynamic and unique environment.
“I would argue that it may be one of the most complex jurisdictions in the world because you have many different aspects of operations that the procurement and contract management function needs to support,” he explains. “You have the federal aspect of inaugurations or events down at the National Mall that needs significant coordination especially on the emergency management side. You have the state functions to manage those operational aspects that are required there like Medicaid. You have the county jurisdictional functions of managing schools and the support that goes along there. And then, of course, you have the municipal aspects that keep every jurisdiction hoping certainly, which have immediate needs that have to be solved often. The District of Columbia is a jurisdiction that brings all of those together.”
