Acting Assistant Secretary for Operational Services

Director Biography

Anna Shpigel is currently the Acting Assistant Secretary for the Operational Services Division (OSD). She had previously served as the Deputy Assistant Secretary at OSD since 2023. In that capacity, she oversaw key units within the agency, including strategic sourcing, performance analytics, local government engagement, training, and climate initiatives. Additionally, she provided strategic and tactical counsel to the Assistant Secretary. Prior to this role, Ms. Shpigel held the position of General Counsel and Climate Officer at the agency.

Before her tenure at OSD, Ms. Shpigel was appointed by the White House in November 2014 to serve as the Special Assistant to the Regional Administrator of the U.S. General Services Administration (GSA) New England Region. Her professional career also includes her role as Deputy General Counsel at the Executive Office of Energy and Environment and as General Counsel for the Massachusetts Department of Energy Resources.

Ms. Shpigel holds extensive experience in procurement, having led major procurement initiatives aimed at integrating climate considerations into statewide contracts and enhancing sustainability across various sectors. Her expertise in procurement is integral to her current role, where she ensures that OSD’s procurement strategies align with broader climate and economic goals.

Ms. Shpigel holds an MPA from Harvard University’s Kennedy School of Government, with a concentration in energy economics, climate change policy, and public-private partnerships for renewable energy research and innovative technology. She earned her Bachelor of Arts, Magna Cum Laude, from Brandeis University and her Juris Doctor from Suffolk University Law School.

In addition to her professional roles, Ms. Shpigel has served as an instructor and mentor for energy policy and legal professionals in both the public and private sectors. She is also an occasional instructor at Harvard Law School’s Environmental Law and Policy Clinic.
