Dhanraj Singh is the Chief Procurement Officer. In this role, he directs and oversees all aspects of OGS Procurement Services. He also serves as chair of the New York State Procurement Council. Dhanraj joins OGS from the New York City Department of Housing Preservation and Development, where he served as the Assistant Commissioner for Economic Opportunity and Regulatory Compliance and the Agency Chief Contracting Diversity Officer where he provided executive oversight over the agency’s procurement activities and compliance with various city, state, and federal regulations. He also served as the Agency Minority and Women-owned Business Enterprises Officer, directing the agency’s efforts to ensure compliance with the city’s contracting goals for minority-owned, service-disabled veteran-owned, and emerging business enterprises.
Dhanraj has 13 years of experience in the public sector. He held numerous positions during that time, including Assistant Project Manager for Economic Development and Special Projects for Orange County in Florida; Policy Analyst for budget, economic policy, and appropriations at the Florida Policy Institute; Program Manager for budgeting and public procurement reforms at the Federation of Canadian Municipalities International; Research Manager at the University of Guyana’s Institute of Development Studies.
Dhanraj has extensive experience in public procurement, contract negotiation, regulatory compliance, and risk management. He has a strong background in economic development and executive oversight and a strong commitment to efficient, sustainable, and resilient practices in the public sector.
Dhanraj received a Master of Laws from the Institute of Advanced Legal Studies, University of London, specializing in drafting legislation, regulation, and policy. He holds a Master of Business Administration from Lynn University, Florida, where he studied financial evaluation and investment management. He earned a Bachelor of Science in economics from the University of Guyana and a Master of Science in political economy from the London School of Economics and Political Science.
