Delbert H. Singleton, Jr., is the executive director employed with the South Carolina State Fiscal Accountability Authority as the Authority secretary and director of the Division of Procurement Services. Mr. Singleton has served as an assistant general counsel for the Authority’s Material Management Office. He received his B.S. from the University of South Carolina in 1983 and his J.D. from the University of South Carolina School of Law in 1987. He is admitted to practice in South Carolina and the Federal District Court of South Carolina. Mr. Singleton is also an adjunct professor at Webster University, focusing on the areas of contracts, employment law, labor management relations and government procurement and contract management for information technology.
